Mr. Brown, an internationally recognized Skills & Competence Framework architect and workforce futurist, with 20 years experience in developing frameworks for large scale, complex systems to align industry and education readiness programs. In the ‘90’s he served as President of Project Bluebonnet which performed the first Texas telemedicine and distance learning projects and under his leadership Bluebonnet established the State Telecommunication Infrastructure Fund (TIF) and was appointed by Governor Bush to the Texas Skill Standards Board (TSSB) where he served for three years. Mr. Brown is Founder of the DWA Research Institute that is dedicated to improving Public Workforce and Education Systems. 

He is currently the principal investigator for several Texas Workforce Commission and Texas Education Agency projects to perform investigative research linking industry skills to CTE TEKS courses and Student Expectations, 2) WECM courses, 3) and industry certifications. 

Beyond Texas Mr Brown has serves as the IEEE and ISO Competency Working Group Chair: is a Member of Ontology Outreach Advisors (OOA); a co-designer of Japan ICT Skills System via Open Management Group (OMG), a contributor to the EU eSKILLS framework, and is co-developing the European Union’s Skills and Competency multilingual dictionary (DISCO) to support the Education Qualification Framework (EQF) and the EuroPASS portability documentation system.
